There is a difference between Yelm, the City, and Yelm, the zip code. This map delineates Yelm’s City Limits, and the Urban Growth Area (city limits of the future). Yelm’s various ordinances, municipal code, rules, laws and regulations apply to the area within Yelm’s current City Limits. Once lands within the Urban Growth Area are annexed into the City, they will also be governed by Yelm’s ordinances, laws, etc.
People who live within the City Limits vote on the Mayoral and City Council positions. The three main revenue sources for the City's general services are business sales tax, business and occupation taxes, and property taxes. The City's general services include police and fire, land use/building services, and administration. City utilities, including water, sewer and reclaimed water, are supported by rates and charges. Property tax dollars collected outside the City Limits do NOT go to the City.
If you live outside the City Limits, but still have “Yelm” as your mailing address, you are part of Yelm’s outlying area. You are governed by the rules and regulations of Thurston County, and possibly your individual Home Owners Association for things such as your water/well system, sewer/septic system, land use/building permits, business licensing, etc. However, you are still a part of the spirit and heart of Yelm, and we value your input, ideas and contributions. You do not have to live within the City Limits to be a member of a citizen committee, or to get involved in community events. You do not have to live within the City Limits to be a valuable part of Yelm.
