What is Stormwater?
Stormwater is the water discharge that runs off impervious surfaces such as rooftops, paved streets, highways, and parking lots. Stormwater discharge can also come from hard grassy surfaces including lawns, playfields, as well as graveled roads.
Why is Stormwater a Problem?
Stormwater is a problem because it is often polluted and can harm human health, drinking water, and fish habitat. Untreated stormwater contains toxic metals, organic compounds, and bacterial and viral pathogens. Untreated stormwater discharging to the ground could contaminate aquifers that are used for drinking water. Virtually all of our creeks, streams, and rivers are harmed by stormwater runoff. Stormwater is the leading contributor to water quality pollution of waterways.
What Regulates Stormwater Management?
Growing public awareness and concern for controlling water pollution led to enactment of the Federal Water Pollution Control Act Amendments of 1972. As amended in 1977, this law became commonly known as the Clean Water Act. The Act established the basic structure for regulating discharges of pollutants into the waters of the United States. In 1987, Congress changed the federal Clean Water Act by declaring the discharge of stormwater from certain industries and municipalities to be a point source of pollution requiring a certain standard of treatment. Washington State is the delegated authority by the U.S. Environmental Protection Agency (EPA) to oversee the water quality permit program.
What are your Responsibilities?
As a homeowner or business owner you can reduce stormwater runoff problems by reducing impervious surfaces and increasing the vegetation land cover of your property; if you are on a septic system, maintain the system; cut down on fertilizers, pesticides and herbicides; and support the City's storm or surface water program.
What are the City's Responsibilities?
The City of Yelm is required to establish and enforce an operation and maintenance program, and develop a program to educate citizens about stormwater and its effects on water quality.
What is the Maintenance Policy?
City owned stormwater facilities must be inspected and maintained annually to ensure the continued operation of the facilities and maintain water quality within the City. All privately owned stormwater facilities are inspected and letters of action (if required) are sent to the responsible party.
How does the City Maintain Operations?
The City's maintenance program involves street sweeping, catch basin sump cleaning, removal of obstructing vegetation, and mowing of city owned grass lined facilities. Operations will also include maintenance and repair of stormwater conveyance lines and replacement and repair of undersized or damaged facilities.
What is the Surface Water Utility Charge?
It is a flat fee for all single family, duplex, multi-family, and condominiums within the City. For all commercial and industrial properties within the City, the fee is a sliding rate schedule based on percentage of impervious area on site. The fee will be collected with your monthly billing for water and sewer. Fees pay for a variety of services, including on-going operation and maintenance of publicly-owned stormwater facilities, drainage basin planning, education and outreach, water quality programs, monitoring, and capital improvement projects. Parcels not connected to the City's water or sewer systems will be billed on a semi-annual basis.
